Part C is the section of federal Public Law 105-17 (IDEA) that refers to early intervention services available to eligible children from birth through 2 years of age and their families. In California, the Part C program is called Early Start. A parent of a deaf child might encounter the term “Part C of IDEA” when researching early intervention services for their child who is under 2 years old.
